Generally a hurricane needs water temperatures to be at least 80 degrees F in order to have enough energy to develop into a hurricane. The water also needs to be fairly deep at that temperature as well. Gustav has not really slowed down, as far as it's forward speed is concerned. Do you mean why has it's winds slowed? That is because Gustav passed over Cuba and it's core was disrupted, as well as it's available energy was decreased.
