The term caliphate (from the Arabic خلافة or khilāfa) refers to the first system of governance established in Islam, and represented the political authority and unity of the Muslim Ummah. It was initially led by Muhammad's disciples as a continuation of the political authority the prophet established, known as the 'Rashidun Caliphate'. It represented the political unity of the Muslim Ummah, not the theological unity as this was a personal matter, and was the world's first major welfare state. A "caliphate" is also a state which implements such a government.

Sunni Islam dictates that the head of state, the caliph, should be selected by Shura - elected by Muslims or their representatives. Followers of Shia Islam believe the caliph should be an imam descended in a line from the Ahl al-Bayt. After the Rashidun period until 1924, caliphates, sometimes two at a single time, real and illusory, were ruled by dynasties. The first dynasty was the Umayyad. This was followed by the Abbasid, the Fatimid, and finally the Ottoman Dynasty.

The caliphate was "the core political concept of Sunni Islam, by the consensus of the Muslim majority in the early centuries.".

A. No. In democracy everybody's vote is equal whereas islamic rulers will always put Koran first, in which muslim men have more rights than women, and more rights than non-muslims. Secondly, it is blasphemy for muslims to doubt the holy text; which was intented as a law. That's where Sharya comes from: religious laws. For muslims, religious laws will always have more validity than laws that are 'made by people'. And this is conflicting with democracy, in which people can vote for leaders who want to change laws. Of course, some people want to make a change. Check the work of Zuhdi Jasser, a devote American muslim who strongly believes in democracy. Why did Shias approve of the Caliphate of Umar bin AbdulAziz?
Q. I have read that the entire Muslim ummah approved of Umar ibn AbdulAziz in terms of his policies and personal behavior. Even the crazy Khawarij people liked him because of his piety. However, because he is not related to the Prophet (s), I don't understand why the Shias did not try to overthrow him. *His reign proved that all Muslims, regardless of sect, are capable of living together in peace without constantly bashing each other.

A. Because the step before establishing the Khilaafah is Tasfiyyah wat Tarbiyyah. The proof is from the statement of Imaam Maalik which Ibn Taymiyyah recorded in his Majmoo' al Fataawa: ((The latter part of this Ummah will not be rectified except by that which rectified the first)) And what is that which rectified the earlier generation? Khilaafah? Where was the Khilaafah for the first 13 years of Prophet hood? Where was that Khilaafah? It was not there, rather there was the establishment of Tawheed and the Ulemaa they say that the establishment of Tawheed and the correct 'Aqeedah comes before any of the Ahkaam of the deen.
