I would say one of two things... 1) Scam, and someone wants to give a voucher that you have no way to redeem 3) Legal, but likely this would be restricted to food or housing. Do you have an arrangement to accept vouchers? It sounds like you don't. Therefore I'd say no. However, if you are interested, ask them which authority would redeem the vouchers. If they have an answer, contact those people. If they have no answer, scam. Scam, obviously skip it. If it's legit, and you can make arrangements for redeeming vouchers, and it makes fiscal sense for you, go ahead. Those are basically your choices.
