Instead of driving all the way there to see La Parguera why dont you see Las Croabas lagoon(the bioluminescent laggon) right in Fajardo?? Its better, it glows much brighter. Also from Fajardo you can take a ferry to Vieques & see the brightest one called Mosquito Bay. Fajardo is about 45 mins to an hour from San Juan. La Parguera is about 2 hours away.
