Prom is very formal, but it is a different type of formal. For prom you get to go all out, however for graduation you car expected to be more conserved and classy. The most casual outfit would be a skirt and shirt type of outfit. A light colored or floral print skirt to the knee with dressy sandals or heels would be fine. Topped with a white or light colored shirt with some kind of sleeve. At any graduation, a light colored spring or summer dress would be appropriate. Something to the knee and with with sleeves that are no longer then short sleeves. A small, light sweater can be worn if you want to have a more conservative look , too.
