A municipality is a primarily urban administrative division having corporate status and usually powers of self-government. It can also be used to mean the governing body of a municipality. Generally, for the warning to be credible, there needs to be a credible expert. Example, a tree. If there's a hazardous tree, "hazardous" means, diseased, and a tree expert needs to say that it's diseased. Just the fact that the tree EXISTS, doesn't make it hazardous. Then, you need to send the written tree expert's opinion, designating exactly which tree it is, to the municipality. You send it certified, return receipt, and keep a copy. There's your proof that you notified them, and what exactly you notified them FOR. Q. The council members of the municipality were I live (Pa.) mailed a letter to the residents with their signatures on it. They stated they supported a certain political candidate. Certain residents that was not in support of their candidate were excluded from the mailing list. There was no mention in the minutes about sending this letter or how it would be paid for. Is this legal? This is the second time this has happened. I requested a copy of the first letter and was ignored.
