It's up to these individual countries as to who they have as Head of State, if the don't want the Queen then they can simply opt to have their own Head of State. However the Queen is a more popular Head of State than many political figures or despots like Mugabe. There is also a lot of historical and cultural links between these countries and Britain and having the Queen as Head of State reflects this. The Queen regularly tours these places in order to maintain close links.
